Are antistatic and ESD protection the same thing?
Antistatic property is associated with limiting charge build-up. The need for ESD protection may require different features to be evaluated together depending on the usage scenario.
What should you evaluate?
Indicate whether the packaging will be used in a controlled area or for shipping. The internal surface in contact with the sensitive component and the need to protect it from the external environment may lead to different design decisions.

Ask the supplier for a technical description of the material used. Rather than using one term interchangeably, define the acceptance criteria and verification method for the project.
